The next electronic auction for granting the right to subsoil use for hydrocarbons will be held. This was reported by Qazaqyia.kz citing Sputnik Kazakhstan.
The auction will take place on December 25 on the e-Qazyna electronic platform. Applications for participation are accepted until November 18.
The December auction will offer 56 of 112 blocks. They are located in the Mangystau, Aktobe, Atyrau, West Kazakhstan, Ulytau, Kostanay and Kyzylorda regions of Kazakhstan.
The blocks provide for the granting of the right to exploration and production, as well as the right to direct production of hydrocarbons. The list includes the Begimbet 1, West Ulytau, Sholaksay, Baskumak, Karasu, Zhaskairat, Ustyurt blocks, Kosaral, Mailykol, Karakamys, Karakol and other blocks.
Winners of the auction must, within one year from the date of signing the contract, develop an exploration work project, within three years fulfill the established requirements for 2D seismic exploration, and within four years, if provided for by the terms of a specific block, fulfill the minimum requirements for drilling at least one well.
Requirements for local content have also been established: in works – at least 70%, in services – 70%, in goods – 30%. The share of Kazakhstani personnel must be at least 80% among managers and their deputies, 90% among heads of structural divisions, and 100% among specialists and qualified workers.
Additional requirements are envisaged for large fields. If the volume of initial geological reserves exceeds 100 million tonnes of oil or 50 billion cubic meters of natural gas, the contract must include one of the obligations to create or modernize processing facilities, supply extracted hydrocarbons for processing in Kazakhstan, or implement another investment or socio-economic project.
Thus, taking into account the December auction of 56 blocks, Kazakhstan will put up for auction a total of 112 subsoil blocks for the right to subsoil use for hydrocarbons by the end of the year.
