The Ministry of Health has amended the rules for providing emergency medical care. According to the new order, to call an ambulance, Kazakhstanis must dial 103 or use mobile applications with geolocation (messengers, chatbots). This was reported by Qazaqyia.kz citing Sputnik Kazakhstan.
"After the ambulance crew is dispatched to the location, the service provider automatically notifies the service recipient about the dispatch of the crew, which, using spatial data services, provides the ability to monitor the crew's location and movement to the location in real time," the ministry's order states.
Call distribution procedure
On weekdays from 8:00 to 20:00, calls for emergency cases are transferred to mobile teams of primary health care organizations.
Calls to ambulance services are registered until 19:00, and on Saturdays from 8:00 to 12:00. At other times, urgent calls are handled by ambulance crews.
Response times
The arrival times of ambulance crews are as follows:
- 01Category 1 — up to 10 minutes;
- 02Category 2 — up to 15 minutes;
- 03Category 3 — up to 30 minutes;
- 04emergencies — up to 60 minutes.
Safety measures
For the safety of ambulance crews, they are equipped with radios, video badges, and mobile cameras.
The order comes into force on October 13, 2026.
