Kazakhstan is piloting a new format of proactive employment of citizens through the Digital Employment Service project. This was reported by Qazaqyia.kz citing Sputnik Kazakhstan.
This was reported by the Ministry of Labor and Social Protection of the Population. The service independently generates a digital resume of the job seeker and, using artificial intelligence, selects suitable vacancies taking into account their education, work experience and skills.
Key mechanisms of the project
According to Vice Minister of Labor and Social Protection of the Population Bakhtiyar Zhazykpayev, the project is transitioning to a model where the state proactively offers employment opportunities.
"We are moving to a model where the state proactively offers employment opportunities. With the citizen's consent, a digital resume is generated that automatically collects data on education, work experience, core skills and personal qualities. Based on this information, we select vacancies matching the skills of a specific citizen and send them to job seekers. Within two months since the project launch, 59,000 such messages were sent to participants. Today, about 3,000 of them have been employed," said the vice minister.
Pilot regions and participants
The project has been implemented in pilot mode since July of this year in Pavlodar and Mangystau regions. Among the participants are citizens who lost their jobs in the last 3 months, graduates of universities and TVET institutions, and registered unemployed persons.
After receiving a message, the job seeker can apply for a vacancy. The employer in their personal account can see the candidate's application and information about them and invite them for an interview.
Additional opportunities
Along with selecting vacancies, the AI assistant also offers additional measures to promote employment. If the job seeker lacks the necessary skills, there is an opportunity to take free online training on the Enbek Skills platform. For those wishing to master a new profession, dual training programs are provided directly at the employer's base.
The system also offers the possibility of relocation to regions with labor shortages with state support measures. These include a one-time payment for relocation and housing provision measures. Under state employment promotion programs, all measures are provided free of charge.
