In Kazakhstan, starting next year, state benefits will be assigned based on the socio-economic situation of each family. This was reported by Qazaqyia.kz citing Sputnik Kazakhstan.

There is a clear system for calculating income and property for this purpose. On its basis, 14 types of benefits will be provided. Sputnik Kazakhstan presents the main changes introduced in the procedure for granting benefits.

Features of the assessment system

Currently, the state database contains considerable information about each person and family. This includes income size, employment status, property, vehicles, business, agriculture, number of loans, and more. A digital system analyzes this information and determines the family's situation.

In addition, the social stability of the family will also be taken into account. In particular, the family composition, the presence of children, elderly people, and persons with disabilities are considered.

According to Minister of Labor and Social Protection of the Population Asqarbek Yertayev, the more dependents there are, the lower the social stability of the family.

"Thus, equal income does not mean an equal level of well-being. Families with a high social burden will be given an appropriate assessment. It is not the recipient of the benefit themselves but the household that is assessed," Yertayev said at a briefing in Astana.

Family members, relatives, and other persons registered at the same address and living together are taken into account. Their income and property will be considered.

"Single parents, in accordance with the established procedure, are included in the composition of their children's family even if they live separately. This is necessary to prevent the artificial division of wealthy families to receive state payments," the minister emphasized.

Who belongs to group "A"

According to the new system, need is determined not by social category as before, but by the socio-economic situation of the family — by groups "A", "B", "C", "D", and "E".

There are also specific indicators of such a family's situation: monthly income per person above 356 thousand tenge; several residential properties with a total area exceeding 120 square meters; commercial real estate; large business; luxury-class vehicles; large land plots and agricultural assets.

The list of luxury-class vehicles includes 11 brands. They are Ferrari, Rolls-Royce, Lamborghini, Bentley, Porsche, Maybach, Maserati, Aston Martin, McLaren, Lotus, Rivian.

According to the ministry's estimate, today group "A" includes 329 thousand or 5% of households. Among them are also people included in the Forbes list.

Representatives of group "B"

Families in this category are also considered economically stable and able to support themselves. Main indicators: income per family member of 305-356 thousand tenge; several real estate properties; premium-class car (Mercedes-Benz, BMW, Audi, Lexus and Genesis, Toyota Land Cruiser); medium business and commercial transport; agricultural machinery; land plots and livestock.

Today this group includes top managers of the private and quasi-state sectors, highly paid specialists, entrepreneurs, and owners of large assets. The total number of such families is 1 million 50 thousand or 15 percent.

The wealthy will not receive benefits

From 2027, state benefits will not be assigned to families in groups "A" and "B". However, regardless of the level of well-being, certain social guarantees are preserved. These are: benefits for children with disabilities; payments to persons with disabilities of groups I and II; benefits for orphans; recipients of age-based pensions; benefits for mothers with many children. Even if a family belongs to category "A" or "B", these payments are preserved.

What is the situation of group "C"

This category includes families with a satisfactory level of well-being. Assessment criteria: income per family member of 203-305 thousand tenge; employment of two or more family members; ownership of private housing and a car; individual entrepreneurship or small business. Such families can meet their basic needs.
