Ukraine must implement 25 reforms by the end of the year to receive over €10 billion in financial aid from the European Union. This was reported by Qazaqyia.kz citing Sputnik Kazakhstan.
The publication "Ukrainska Pravda", citing sources in the EU, reported that Ukrainian authorities must complete 25 reform steps to receive the EU's €90 billion loan and over €10 billion under the Ukraine Facility program to support Ukraine's budget. Specifically, by adopting seven reforms, including laws on open and fair selection of high-level prosecutors and simplification of insolvency procedures for small and medium businesses, Ukraine can receive €2.86 billion. Also in 2026, Ukraine may receive a large tranche of €7.5 billion if it implements 18 reform steps. These reforms include appointing independent supervisory boards for state-owned enterprises, introducing an updated IT system for enforcing court decisions, and making large-scale investments in education and healthcare.
The previously agreed €90 billion loan to Kyiv consists of two parts: €30 billion allocated as macro-financial assistance to support Ukraine's budget needs, and another €60 billion specifically for military expenditures and defense industry development. In June, the Council of the European Union announced the transfer of the first tranche of €3.2 billion to support Ukraine's budget. According to European Commission President Ursula von der Leyen, payments for the production of unmanned aerial vehicles (drones) in Ukraine will soon begin under a €6 billion package.
