Hygeia Textile Kazakhstan, registered in Turkestan and owned by Chinese Hong Kong Chang Sheng Textile Limited and Jin Euyi, will invest 25.8 billion tenge in the construction of a factory producing cotton fabric and denim fabric. This was reported by Qazaqyia.kz citing Kursiv Media.

Production site and project goal

"A large-scale investment project aimed at developing the textile industry is being implemented in the TURAN special economic zone in the city of Turkestan. A modern factory of Hygeia Textile Kazakhstan LLP for the production of cotton yarn and denim fabric is being built on a production site of 20 hectares," the published statement says.

The akimat of Turkestan region is already working to bring the necessary engineering infrastructure to the enterprise, including work to provide the production facility with electricity, gas, water and other engineering networks.

Monitoring construction progress

In order to monitor the progress of construction, Deputy Akim of Turkestan region Kanat Kaiypbek visited the auxiliary zone of the TURAN special economic zone with an area of 290 hectares, where he met with representatives of Hygeia Textile Kazakhstan and discussed the progress of construction work.

The deputy akim of the region instructed responsible persons to speed up work on fully providing the project with engineering infrastructure, promptly resolve emerging issues together with the investor and ensure compliance with a clear work schedule in each area. In addition, investors were instructed to complete the construction of production buildings with quality and in accordance with the approved schedule, as well as, if necessary, increase the number of workers and equipment at the construction site and strictly comply with labor safety requirements.

Project cost and jobs

The total cost of the project for the production of cotton yarn and denim fabric is 25.8 billion tenge. The first phase of the enterprise is planned to be launched before the end of 2026. When reaching full capacity, the project will create about 1000 jobs.

Construction work on the project is being carried out by Qaz Build Elements, registered in Turkestan, whose sole owner and head is Daun Hongqian. Thus, a company owned by a Chinese citizen will earn money on the construction of a large facility.

Construction progress

According to the akimat, the construction of a dormitory and office buildings at the facility is nearing completion. Earthworks, foundation pouring, concreting and installation of metal structures have been completed on two production buildings. Four units of equipment and about 40 workers are involved in the construction. Work to provide the enterprise with the necessary engineering infrastructure is also nearing completion.

The Hygeia Textile Kazakhstan project will ensure deep processing of cotton raw materials and increase the volume of finished products. The head of Hygeia Textile Kazakhstan is Jin Euyi, co-owners: Jin Euyi (he became a co-owner of the Kazakh company on July 14, 2026) and Chinese Hong Kong Chang Sheng Textile Limited (has been the founder of the Kazakh company since its registration on July 4, 2025).
