Next month the head of state will deliver his annual address. New tasks will then be assigned to the government. Last year, too, Tokayev gave the cabinet of ministers a number of instructions. Large-scale measures have been carried out since then. This was reported by Qazaqyia.kz citing Sputnik Kazakhstan.

A digital country

Last year the president began his address with a very important strategic goal. According to it, Kazakhstan must become a mass digital country within three years. To achieve this, Tokayev instructed, first of all, to speed up the adoption of the Digital Code.

The Digital Code has been adopted. This document lays the legal foundation for the development of artificial intelligence and other digital technologies. In particular, the digital rights of citizens have been enshrined. Every person has the right to manage their personal data. And the state and business are obliged to comply with clear rules for collecting and storing personal information. In addition, principles for the safe introduction of artificial intelligence have been written in.

Why is the banking law needed?

Tokayev instructed to find effective ways to draw banks' money into the economy as much as possible. And the banking law should become an important step in this direction. At the beginning of the year, the banking law was adopted.

Key changes:

  • 02circulation of digital financial assets has been permitted;
  • 03cryptocurrency exchange points can be opened;
  • 04the digital tenge has been enshrined as a new form of the national currency;
  • 05banks can offer Islamic financial products;
  • 06a three-tier system for settling credit disputes has been introduced;
  • 07banks themselves are responsible for the stability of the banking system.

Where the digital tenge has been introduced

Currently, the digital tenge is used when financing projects from the National Fund. In addition, it is being gradually introduced into public procurement and budget planning. This makes it possible to control the funds spent.

During last year's address, the president said that the digital tenge could be used in the republican and local budgets, as well as in the budgets of state holdings. Kazakhstan should speed up the formation of a full-fledged ecosystem of digital assets.

The status of the special city

In the 2025 address, an instruction was also given to legally enshrine the special status of Alatau City. The constitutional law was adopted in March of this year. Parliament approved the special status of Alatau.

According to the law, a new state body, "Alatau City Authority", is being created. Its main direction is determined by a council headed by the prime minister. And administrative work is carried out by the Chief Executive Officer. The council adopts the main strategic decisions in the city and approves administrative acts.

In Alatau, all main services operate in digital format. Along with this, the possibility of regulating digital assets such as crypto exchanges and tokenization is being considered.
