The Akorda press service has published the full text of President Kassym-Jomart Tokayev's address to the people of Kazakhstan titled "Current Tasks of Kazakhstan in a New Historical Era". This was reported by Qazaqyia.kz citing Sputnik Kazakhstan.

Main content of the address

In his speech, the head of state noted that both the meaning and content of the address are special. He recalled that on October 25 the national holiday – Republic Day – was celebrated, and on that day the Declaration on Sovereignty was adopted. This year marks 35 years of sacred Independence.

The President noted that in March of this year the people adopted the Constitution – the main pillar of statehood – which came into legal force on July 1 and gave a major impetus to the fundamental renewal of the country's political system and the creation of new institutions of power.

Global situation and internal stability

In the address it was noted that global challenges have taken on a more dangerous character, unreasonable false accusations and hidden confrontations between countries have intensified, and a crisis of mutual trust has emerged between major influential states. It was stated that uncontrolled migration flows have increased and caused great damage to the security of several European countries. The authority of the United Nations has suffered a major stagnation, and the value of international law has declined.

Attention was drawn to the fact that such a complex, unpredictable situation did not exist even during the "Cold War". Despite such a volatile era, Kazakhstan has stepped into a new era of national development with great confidence and implemented a large-scale political reform.

Strategic tasks

The President spoke of the need to strengthen the country's sovereignty in the coming period, which means growth and prosperity while maintaining internal stability amid the uncertain situation in the modern world. He noted that the entire society, including patriotic, active and educated citizens, must work intensively. The role of the state apparatus and law enforcement agencies in such conditions is especially important.

It was identified as a strategic task that representatives of the current generation must leave to younger generations not plans and concepts, but a Kazakhstan with a strong and dynamic economy, advanced high technologies, based on knowledge and science, law-abiding, creative and progressive, with geopolitical strength and influence.

Infrastructure and urban development

In the address it was said that fully providing citizens with social infrastructure is an important condition for improving the quality of life of the population. It was noted that Kazakhstan must become a large-scale construction site, and mass construction must be launched and revitalized in all regions. It was instructed to promptly complete the work of thoroughly identifying the needs of regions for healthcare, education, culture and sports facilities.

It was emphasized that the issue of rural development is always under special control, and conditions are being created for a decent life for rural residents. At the same time, it was noted that large cities are the foundation of the economy, education and technology, as well as the environment for forging talent. Ultimately, strong cities create the foundation of strong regions, and strong regions create a strong state.

It was instructed that every major city must have a specific medium- and long-term development plan approved by the Government. The Government, together with akimats, must soon develop a digital twin of urban infrastructure to effectively manage city resources. The safety, comfort and beauty of cities must be treated as a priority, and this work must be accepted as a most important state task. It was noted that this requirement fully complies with the national concept "Taza Kazakhstan".

Economic indicators

According to the forecast of the International Monetary Fund, the country's gross domestic product this year will be about 400 billion dollars. Its per capita share will exceed 19 thousand dollars. The country will rise to 47th place in the world by economic volume. It was noted that this is a level higher than the indicators of a number of countries whose populations are much larger than ours. The manufacturing industry is also developing dynamically, and its share in gross domestic product has exceeded 14 percent.
