The first session of Kazakhstan's People's Council opened in Astana. At the session, head of state Kassym-Jomart Tokayev explained the main task of the Kurultai and the People's Council. This was reported by Qazaqyia.kz citing Sputnik Kazakhstan.
Difference between the two bodies
The president specifically addressed the difference between the two constitutional bodies. He noted that the People's Council is not an alternative to the Kurultai.
"This should be understood at once. The People's Council is not an alternative body to the Kurultai. Council members do not engage in work that falls within the competence of the Kurultai. By law, they have no right to such actions. Accordingly, Kurultai deputies also have no right to interfere in the work of the People's Council," Tokayev said.
Joint work is needed
According to the president, both institutions must complement each other and work together. Therefore, the committees of the People's Council and the Kurultai must be in close contact and work in a coordinated manner.
"When developing draft laws, it is necessary to fully take into account the opinions and requests of the public. If the Kurultai and the People's Council are always together, such an opportunity will certainly arise," the head of state emphasized.
