Violations of the law still occur when determining disability of various levels. President Kassym-Jomart Tokayev said this at an event held as part of the "Taza Kazakhstan" environmental campaign, according to the Akorda. This was reported by Qazaqyia.kz citing Sputnik Kazakhstan.
The President noted that the state never abandons its social obligations. "Because this obligation is clearly and directly written in our Constitution. The text of the Basic Law contains a special article: 'Citizens of the Republic of Kazakhstan have the right to receive free medical care established by law.' That is, the state provides a guaranteed volume of free medical care. Take a moment to look up from TikTok and see which other country's Constitution has such an obligation," Tokayev said.
According to him, only in Kazakhstan is medical care paid from the budget provided to every citizen of the state, not only to its own people, but also to every compatriot who has come from abroad, and even to certain categories of foreign citizens with a residence permit. "If your head hurts or your calf aches, you won't simply be given aspirin; a local doctor will receive you, examine you, and make a diagnosis. In case of a threat to your health, emergency care will be provided. Treatment is provided for diabetes, oncology, tuberculosis and other common types of diseases. Patients are given medicines free of charge, and are provided with ambulance services, even air ambulance," the head of state added.
The President did not hide that in the social sphere, especially when determining disability of various levels, violations of the law still occur. "At one time, the number of people with disabilities exceeded 800 thousand, while the population is 20 million. In peacetime, it is hard to believe this," he says.
Kassym-Jomart Tokayev also recalled that only in Kazakhstan, when a woman goes on three-year maternity leave, her financial package and benefit payments are preserved, and most importantly, her job. According to him, the state is obliged to employ young mothers, at least in their former jobs.
"In a number of countries that constantly lead international rankings, such social benefits do not exist and cannot exist. There, mothers who have given birth rush to return to service after half a month, otherwise they will lose their jobs. They have not heard about free assistance guaranteed by the state, and do not believe that such social support measures exist. In international rankings we are placed in the 30th, 40th, 50th positions, even at a lower level. No one knows what care is being provided to citizens," the President concluded.
