President Kassym-Jomart Tokayev delivered his annual address to the people of Kazakhstan on October 28. The live broadcast began at 11:00 on national television channels and on the official Akorda pages on social media. This was reported by Qazaqyia.kz citing Kursiv Media.

The event was attended by deputies of the Kurultai, members of the government and the Qazaqstan Halqy Kenesi, heads of central government agencies, representatives of the public and labor collectives.

This will be the first address after the adoption of the new Constitution and the formation of a unicameral parliament. Tokayev announced his intention to speak in October on September 11 at the award ceremony for the winners and prize-winners of the VI World Nomad Games. At that time, he said he would deliver the address in accordance with Article 46 of the Constitution and would set out goals and objectives for the upcoming period. The president named the exact date on October 20 on his page on the social network X, noting that he was working on the text of the document. The title and main topics of the address have not yet been disclosed.

The upcoming speech will be Tokayev's ninth address since his election in 2019. Previously, the president addressed Kazakhstanis on September 2, 2019; September 1, 2020 and 2021; March 16, 2022 (an extraordinary address); September 1, 2022 and 2023; September 2, 2024; and September 8, 2025. The address on March 16, 2022, was extraordinary. In recent years, the head of state traditionally spoke on September 1, but in 2025 the address was moved to September 8 due to the president's visit to China. The current address will be delivered in October for the first time.

The previous address before that, delivered on September 2, 2024, was titled "A Just Kazakhstan: Law and Order, Economic Growth, Public Optimism."

Last year's address was titled "Kazakhstan in the Era of Artificial Intelligence: Current Tasks and Their Solutions through Digital Transformation," and its main focus was on digitalization of the economy, AI development, and modernization of public administration. At that time, Tokayev proposed transitioning to a unicameral parliament, creating a Ministry of Artificial Intelligence, and forming a state crypto reserve. In addition, the president instructed deputies to adopt a law on banks by the end of 2025.

The initiative for a unicameral parliament has already been implemented: on August 28, 2026, Aibek Dadebai was elected speaker of the first-convocation Kurultai, and on August 31, Yerlan Karin became vice president of Kazakhstan. Olzhas Bektenov retained the post of prime minister.
