President Kassym-Jomart Tokayev spoke at a plenary session in the "outreach"/"BRICS plus" format in New Delhi. This was reported by Qazaqyia.kz citing Sputnik Kazakhstan.
The meeting was devoted to the theme "Strengthening resilience, innovation, cooperation and stability". According to Kassym-Jomart Tokayev, BRICS, which comprises nearly half of the world's population and accounts for 40 percent of global gross domestic product, has significant potential. At the same time, the structure is responsible for reducing divisions and achieving concrete results.
"However, it is impossible to fully realize the potential of BRICS without finding solutions to the fundamental problems facing the international community and restoring the level of trust between leading powers. This trend was clearly reflected in the Global Peace Index published in 2026. The concept of 'mass polarization' has emerged, describing a period when geopolitical conflicts intensify, militarization grows, multilateral institutions weaken, and trade barriers increase," the president said.
The head of state noted that the world is now witnessing how regional conflicts, without being limited to the opposing parties, are beginning to damage the international economy. "The collapse of the international security architecture and protracted conflicts increase the risk of a new arms race and strategic mistakes, as well as erroneous decisions. Therefore, a high-level dialogue between nuclear-armed powers is essential to reduce threats, including those related to new technologies," Kassym-Jomart Tokayev said.
According to the head of state, the decline in trust between leading powers limits the ability of the United Nations to act effectively. "However, there is no alternative to the UN. Reform must strengthen the Organization's potential to prevent conflicts and adopt collective decisions. No one should use it for their own purposes. When reforming the Security Council, the realities of the modern world should be taken into account, and representation of countries from Asia, Africa and Latin America in its composition should be ensured. Emerging middle powers must also make a weighty contribution to decision-making on a global scale. After all, they are able to develop dialogue and help overcome geopolitical contradictions and disagreements," Tokayev said.
The head of state touched upon the role of artificial intelligence, which is beginning to change the economy, society and the global balance of power. "For Kazakhstan, artificial intelligence is a strategic priority. At the same time, our country is ready to mobilize advanced computing infrastructure, as well as national and digital UN centers, to expand the scope of effective cooperation within BRICS plus. As a concrete measure, I propose launching a BRICS plus partnership on artificial intelligence. Within its framework, it would be possible to unite national AI centers, make laboratories and scientific projects accessible, and jointly develop multilingual solutions," the head of state said.
Concluding his speech, the president said that without effective multilateral cooperation, the multipolar system would further exacerbate polarization and pose a threat to humanity. In his opinion, Kazakhstan supports a constructive multipolar system based on sovereignty, a balance of interests and shared responsibility.
