A 45-year-old man placed on the international wanted list for large-scale construction fraud has been detained in Shymkent. This was reported by Qazaqyia.kz citing Kursiv Media.
The fraud scheme
According to the investigation, the detainee and his accomplices raised funds from citizens under the pretext of building a multi-apartment residential complex in Astana. The construction was carried out illegally — without the necessary documents and the mandatory state expert review conclusion.
Number of victims
Police reported that 292 homebuyers have been recognized as victims in the case, and the total damage exceeded 4 billion tenge.
Circumstances of detention
The suspect had been hiding for a long time, regularly changing rented housing in Shymkent, but was eventually tracked down by operatives and placed in a temporary detention facility (IVS).
Earlier, Kursiv wrote that in Almaty, homebuyers of seven residential complexes appealed to the akimat demanding a solution to the problem of unfinished housing.
