The inter-district criminal court of Semey found the heads of the Dala-SK construction group guilty of illegally raising funds from equity holders. This was reported by Qazaqyia.kz citing Kursiv Media.

According to the court, between October 2022 and December 2024, defendants Zh. and N. raised over 1.5 billion tenge from investors in Ust-Kamenogorsk.

A similar scheme, according to the investigation, operated in Semey. Between May 2023 and March 2025, Zh. and R. received another 1.5 billion tenge from investors.

Thus, the total amount of illegally raised funds exceeded 3 billion tenge. The defendants were tried for illegal entrepreneurship and fraud.

Additionally, the court considered an episode related to the Irtysh Riverside residential complex under construction. According to case materials, Zh. and R. entered into apartment reservation agreements with 13 citizens.

Damages in this episode exceeded 193 million tenge. During the investigation, the damage was fully compensated.

During the trial, the defendants' guilt was confirmed by testimony of victims and witnesses, expert opinions, and other evidence.

The defendants did not admit guilt. They asked the court to acquit them or impose a sentence not related to imprisonment. The main defendant Zh. received six years and eight months in prison with a 10-year ban on construction activities.

However, due to an amnesty marking the 30th anniversary of Kazakhstan's Constitution, the sentence was reduced to five years and four months.

M. received five years in prison and a 10-year ban on construction work under similar articles. After the amnesty, the sentence was reduced to four years.

N. was found guilty in the episode related to shared construction in Ust-Kamenogorsk. The court sentenced him to two years and six months of restricted freedom with probation supervision.

However, due to the absence of damages and civil claims in this episode, he was released from criminal liability under the amnesty.

The court also granted 11 civil claims from victims. Over 149 million tenge was recovered from Zh. and R. To ensure enforcement of court decisions, asset seizures and other restrictions remain in place.

The court press service noted that mitigating circumstances were considered when imposing the sentence, while no aggravating circumstances were established. The verdict has not yet entered into legal force.
