The man who died on October 30 near the regional court building in Semey was a foreign citizen who had previously been a victim in a criminal case. The court proceedings concerned a dispute over five dump trucks and a claim for 19.9 million tenge in damages. This was reported by Qazaqyia.kz citing Kursiv Media.
The tragedy occurred at around 17:00. According to preliminary information, the man may have set himself on fire near the court building. He died, and police opened a criminal case to establish the circumstances of the incident.
The regional court's press service said the story began in 2020. The deceased man's company signed purchase and sale agreements with a leasing organization for five dump trucks, but did not fully pay for the equipment.
Four years later, a representative of the leasing company organized the removal of four dump trucks and spare parts without a court decision. These actions became the basis for criminal prosecution under Article 389 of the Criminal Code of the Republic of Kazakhstan, "Self-rule" (arbitrariness).
The court found the company representative guilty under Part 1 of the said article but released him from criminal liability due to the expiration of the statute of limitations. Since the purchase and sale agreements had previously been terminated due to incomplete payment, the court ordered the equipment to be transferred to its legal owner – the leasing company.
The deceased also demanded the recovery of 19.9 million tenge as compensation for property that he claimed had been lost, and for the costs of restoring the fifth dump truck.
The claim amount included the cost of tools, spare parts and repair work. However, the court left the civil claim without consideration, citing insufficient evidence of ownership of the property and the amount of the claimed damage.
The victim was explained that he had the right to file a claim for damages in civil proceedings. The regional court emphasized that the decision was made on the basis of examined evidence and in accordance with legislation.
According to reports that appeared on social media on October 30, the man may have doused himself with flammable liquid and set himself on fire near the regional court building. Later, law enforcement confirmed his death and the start of an investigation.
"On October 30 at around 17:00 in the city of Semey, a man presumably committed self-immolation and died. A criminal case has been opened into the death. All circumstances of the incident are being established," police said.
The reasons for the man's actions have not been officially established.
