A draft law aimed at regulating realtor activity has been submitted to the Kurultai for review. This was reported by Qazaqyia.kz citing Sputnik Kazakhstan.
According to the PANA National Chamber of Realtors, there are currently a number of unresolved issues in the realtor services market.
Main market problems
Among them:
- 01the absence of a unified state register of realtors;
- 02the lack of common requirements for specialists' qualifications and service quality;
- 03non-transparent display of service costs;
- 04weak mechanisms for protecting clients' rights.
"At present, the client does not always know how the commission is calculated, which services are included in this amount, and where to turn if their rights are violated," experts say.
Professional standard to be developed
As part of the draft law, a professional standard for realtor activity will also be developed. Its main goal is to establish requirements for specialists and clarify the quality of services provided.
According to Aset Aitbayev, vice-president of the PANA National Chamber of Realtors, the main result of the proposed changes is a service procedure that is as clear and transparent as possible for the client.
"In particular, there should be an opportunity to check a specialist in advance, to understand the cost and content of the service in advance, and to have a concrete and clear mechanism for protecting rights if they are violated," Aitbayev said.
Certification and register
It is worth noting that PANA has already launched a pilot project for online certification of realtors through proctoring. A database of more than 1,000 questions has been developed for certification.
In addition, the organization has formed an open register of specialists and started professional training measures.
