The legendary Rakhmanovskiye Klyuchi sanatorium in the East Kazakhstan Region has once again changed owners and is now listed on the balance sheet of the Regional PPP Center of the East Kazakhstan Region. The company told Kursiv how the abandoned resort is being restored. This was reported by Qazaqyia.kz citing Kursiv Media.

History of ownership changes

Recall that the sanatorium initially passed into state ownership in 2024 due to high-profile court proceedings surrounding the assets of the Bipek Auto Kazakhstan group and its former owner Anatoly Balushkin. At that time, the first owner of the resort was the Department of Entrepreneurship and Industrial-Innovative Development of the East Kazakhstan Region.

However, at the end of 2025, Minister of Tourism and Sports Yerbol Myrzabosynov announced that Rakhmanovskiye Klyuchi was under the jurisdiction of the Presidential Administration.

Later it turned out that the resort had been returned in a circle to local officials, secured on the balance sheet of the Department of Entrepreneurship and Industry of the East Kazakhstan Region.

Current state

Now it is under the jurisdiction of the Regional Center for Public-Private Partnership of the East Kazakhstan Region JSC. The company is engaged in attracting private investment to the region.

According to the Regional PPP Center of the East Kazakhstan Region, buildings and engineering networks are currently being inspected on the resort's territory, property is being inventoried, faults are being eliminated, and the territory is being landscaped. In parallel, major repairs of the access road are underway and new asphalt is being laid.

"Priority repair work, landscaping of the territory and bringing facilities into proper condition are being carried out," the company noted.

Security measures

In addition, a round-the-clock tourist police post has been organized at the sanatorium, and the creation of a video surveillance system throughout the entire territory of the complex is being worked out.

Earlier, Kursiv wrote that tourists dissatisfied with the repair of the highway to the popular resort of the East Kazakhstan Region Rakhmanovskiye Klyuchi began insulting road workers and getting into fights with them.
