Qurultai deputies proposed introducing liability for trash streaming. This was reported by Qazaqyia.kz citing Sputnik Kazakhstan.
According to deputy Zharqynbek Amantaiuly, today in live streams on social networks, profanity, humiliation of a person, insults to honor and dignity, and the organization of dangerous pranks are becoming more frequent.
"Some streamers do this deliberately. Because rude and provocative content gathers many views. And views turn into likes and donations, sometimes into income from advertising. Thus, an unlawful act in some cases becomes a means of earning money. Some streamers deliberately stage a scandal to gather viewers. Moreover, in live streams, indecent acts that one would not dare to mention are becoming more frequent," Amantaiuly said at today's session of the Qurultai.
In this regard, the deputy sent several proposals to the government.
They are:
- 01To clearly define the concept of "trash streaming" at the legislative level and strengthen liability for promoting violence, dangerous pranks, humiliation and deliberately provocative acts in live streams;
- 02Together with TikTok, YouTube and other platforms, to form an effective mechanism for promptly identifying, blocking unlawful live streams and identifying their authors;
- 03To strengthen mechanisms for protecting the rights of victims in cases of broadcasting citizens without their consent, causing damage to their honor and dignity;
- 04To form a unified state system for constant monitoring of unlawful content in live streams and social networks and, based on its results, provide open information to society.
