The issue of people working in the cleaning sector was raised at the Kurultai. This was reported by Qazaqyia.kz citing Sputnik Kazakhstan.
According to MP Nurainash Kamalova, around 1.5 million people currently work in this sector.
«To this day in our country, the work of floor washers, yard sweepers and cleaning sector employees is mostly perceived as low-skilled and unprestigious work. Such an attitude assesses sector employees as people without status, belittles in the eyes of society the true working person our president spoke about, and clearly has a negative effect on the formation of a culture of cleanliness,» Kamalova said at today's Kurultai session.
Another important issue is the low official income earned by sector employees. In addition, informal employment is widespread in this sector. As a result, social and pension guarantees, labour rights and other social protection mechanisms are not preserved.
MPs sent several proposals to the government. They include:
- 01conducting a comprehensive analysis of employment in the cleaning sector and forming official statistical data on the actual number of employees;
- 02introducing professional qualifications in the cleaning sector;
- 03considering the possibility of professional training and preparation of relevant specialists in the technical and vocational education system;
- 04developing comprehensive measures aimed at reducing informal employment in this sector;
- 05raising the worker's professional status and creating conditions for growth in official income;
- 06recognising professions in the cleaning sector as full-fledged worker professions with relevant qualification requirements and professional training opportunities;
- 07covering sector employees with financial literacy and social support.
Representatives of the faction of the General Social Democratic Party also joined the parliamentary request.
In addition, MP Nurbakyt Tenizbayev sent a request to the government on gasification of two regions.
