Quryltai deputies adopted the working regulations. This was reported by Qazaqyia.kz citing Sputnik Kazakhstan.
According to the regulations, the deadlines for drafting a bill are determined by a resolution of the Quryltai bureau.
Review of bills consists of three stages
The regulations clearly set out the procedure for reviewing bills. In the first reading, the main provisions, goals and objectives of the bill are discussed. In the second reading, amendments included in the comparative table of the lead committee are considered. And in the third reading, the final version is discussed in terms of compliance with the Constitution of the Republic of Kazakhstan and the elimination of legal gaps.
The regulations explain this as follows: "In the first reading, the main provisions, goals and objectives of the bill are discussed; in the second reading, amendments included in the comparative table of the lead committee; and in the third reading, the final version is discussed in terms of compliance with the Constitution of the Republic of Kazakhstan and the elimination of legal gaps."
Bills submitted to the Mazhilis
Bills previously submitted to the Mazhilis will continue to be reviewed by the Quryltai under the rules of the new regulations. Thus, legal continuity is preserved and an organized transition from the bicameral model of Parliament to the unified activity of the Quryltai is ensured.
Ratification of international treaties
Ratification of international treaties is considered in two readings. The procedure for interaction with the new constitutional body — the Kazakhstan People's Council — is also being determined.
Representatives of the Council have the right to participate in hearings and meetings of standing committees and working groups on issues within its powers.
It was previously reported that the Chairman of the Quryltai held the first meeting of the bureau.
