In the Karabalyk district of Kostanay region, migrants were found to have engaged in illegal activities when purchasing housing. This was reported by Qazaqyia.kz citing Sputnik Kazakhstan.

According to current legislation, migrants are provided with an economic mobility certificate worth 1,625 monthly calculation indices for purchasing housing in permanent settlements in the region of arrival. However, certain individuals used this state support mechanism for illegal purposes.

In 2024, one migrant purchased an apartment for 6 million tenge using a fake purchase agreement, of which 3 million tenge was to be financed from the budget. An inspection revealed that the seller actually received 1.6 million tenge, and the housing price in the contract was artificially inflated at the buyer's request.

Similarly, another migrant received 2.67 million tenge under the economic mobility certificate and bought an apartment whose price was inflated to 5.5 million tenge. The Karabalyk district prosecutor's office opened 2 criminal cases on fraud charges. During the pre-trial investigation, the migrants admitted guilt and fully compensated the state for the total damage of 5.7 million tenge. Consequently, the criminal proceedings were terminated on non-rehabilitative grounds.
