In Kazakhstan, preferential mortgages can be obtained through several programs. Today, Otbasy Bank offers the most favorable terms. However, affordable housing can also be arranged through other banks. This was reported by Qazaqyia.kz citing Sputnik Kazakhstan.
Who is eligible for the 2% mortgage
This mortgage can only be arranged by citizens from socially vulnerable groups who are in the housing queue. These include:
- 01veterans, persons equated to them, and veterans of combat operations on the territory of other states;
- 02orphaned children;
- 03holders of the Altyn Alqa and Kumis Alqa awards;
- 04families with children with disabilities or raising them;
- 05persons with disabilities of groups I and II;
- 06widows (single men).
The mortgage is granted for 20 years. However, a down payment of 10% is required. The average family income per member over the last 6 months must not exceed 5 minimum subsistence levels (254,255 tenge in 2026).
How to get a 5% mortgage
Other citizens who are not part of socially vulnerable groups and are in the housing queue can arrange this mortgage. However, 70% of housing is distributed primarily among vulnerable groups, and the rest can be arranged. Otbasy Bank also offers a 7% mortgage on the same terms. Both programs are designed for 20 years, with a down payment of 10%.
Today, being part of a socially vulnerable group is not mandatory to join the housing queue. Requirements for queuing:
- 01no housing on the territory of the republic over the last 5 years;
- 02the only housing is recognized as emergency;
- 03for the cities of Astana, Almaty, and Shymkent, permanent registration for the last 3 years is required.
It is worth noting that today the number of people in the housing queue has approached 900 thousand.
