The Agency for Regulation and Development of the Financial Market (ARDFM) has extended the deadline for submitting applications for additional assistance on problem mortgage loans until July 1, 2027. This was reported by Qazaqyia.kz citing Kursiv Media.

The changes are stipulated by the regulator's resolution No. 132 dated September 28, 2026. The period for providing additional assistance has also been extended by one year — until September 1, 2027.

Who the new terms apply to

The new terms apply to banks, the Kazakhstan Housing Company (KHC) and other organizations participating in the mortgage loan refinancing program. At the same time, the right to support is retained by borrowers whose loans already have a recommendation or commission decision.

The amendments also affect citizens whose collateral housing was transferred to the balance sheet of a bank or another organization due to non-fulfillment of mortgage obligations.

Such borrowers will be able to apply until July 1, 2027, for financing or transfer of real estate for rent under the program. If the application is not submitted within the established deadline, the creditor has the right to sell the property on its balance sheet in accordance with the law.

Separate provisions concern former Bank Astana clients

Separate provisions concern former clients of Bank Astana. The bank's liquidation commission will be able to provide improving conditions until September 1, 2027, to socially vulnerable borrowers whose loans met the program's requirements but were not refinanced due to the revocation of the bank's license. To do so, an application must be submitted before July 1, 2027.

Refinancing terms for loans issued in 2021–2024

In addition, the ARDFM clarified the terms for refinancing mortgage loans issued in 2021–2024. The commission has the right to recommend refinancing of certain categories of socially vulnerable borrowers if, as of January 1, 2025, the overdue period exceeded 180 days, the remaining principal debt was no more than 50 million tenge, and the housing was the only one for the borrower and their spouse. An additional requirement is income insufficient to service the loan.

History of the program

The mortgage housing loan refinancing program has been in effect in Kazakhstan since 2015. Initially, it was aimed at supporting citizens who received mortgages in 2004–2009. It was subsequently expanded to currency housing loans issued before 2016 and additional assistance measures for socially vulnerable borrowers.

Results of the program

According to National Bank data as of August 2026, since the program's implementation, 41,000 citizens have received assistance through banks totaling about 440 billion tenge. The support allowed borrowers to keep their only housing.

In August 2026, representatives of the National Bank and the ARDFM also discussed with public associations the further implementation of the program, including its duration, support criteria and financing terms.

Earlier, Kursiv reported that in July 2025 the program was expanded to certain categories of mortgage loans from 2021–2024. In June 2026, the publication wrote about the deadlines for providing additional assistance and submitting applications that were in place at that time.
