The Agency for Regulation and Development of the Financial Market (ARDFM) is preparing amendments to the methodology for calculating the cost of mandatory auto insurance policies. On average, insurance costs could rise by 17% – from 23,900 to 28,000 tenge. This was reported by Qazaqyia.kz citing Kursiv Media.

The agency explained the need for this by a sharp increase in road accidents, a rise in the number of insurance claims and payments to victims.

According to the results of 2025, the number of insurance payments under mandatory auto insurance increased by 21% – to 167,000. Since 2023, the growth has been 54%. The volume of payments increased to 106 billion tenge – more than three times over the past three years. At the same time, insurance premiums grew at a less significant pace – by 17% in 2025 and 22% in 2024.

"As a result of the increase in the number of road accidents in general and the volume of insurance payments, the loss ratio of mandatory auto insurance has risen from 65% to 107% over two years," the ARDFM noted.

As a result, the regulator developed a project that provides for improving the bonus-malus system, clarifying the procedure for calculating regional adjustment coefficients, and the possibility of taking into account the individual level of insurance risk for each driver.

This should reduce the loss ratio of insurance companies, but the average policy cost could rise from 23,870 to 28,130 tenge. According to the agency, this will help companies maintain the ability to make timely and full insurance payments to victims of road accidents.
