Parliament deputies have ratified a protocol on amendments to the Treaty on the Eurasian Economic Union. This was reported by Qazaqyia.kz citing Sputnik Kazakhstan.

According to Minister of Trade and Integration Arman Shakkaliyev, 30 amendments are being introduced to the EAEU treaty. They cover key issues such as the functioning of the internal market, public procurement, technical regulation, trade in services, competition, electric power and transport.

«In particular, the authority of the Eurasian Economic Commission is established to methodologically classify barriers in the Union's internal market and to recognize obstacles and restrictions as eliminated. This norm defines the legal basis for forming a unified approach in the commission's work and will contribute to improving the creation of a barrier-free environment between our countries,» Shakkaliyev said at today's parliament meeting.

The protocol also establishes a mechanism for mutual recognition of bank guarantees. «This will allow domestic entrepreneurs to enter the public procurement markets of the union's member states if they have a guarantee from a Kazakh bank. Previously, guarantees from banks of other member states were required,» the minister noted.

In addition, duplication of norms on the exchange of information related to the payment of import customs duties is eliminated. This is because such information exchange is provided for by the Customs Code of the Eurasian Economic Union. The purposes of using information provided by member states to the commission are also being clarified.

In the area of competition, the procedure for enforcing commission decisions is being clarified, taking into account the legislation of the state in whose territory they are enforced. «Thus, the introduced changes are aimed at eliminating duplicate provisions, clarifying existing mechanisms and increasing the transparency of individual procedures within the Union,» Shakkaliyev says.

It should be noted that the heads of the EAEU member states signed the protocol on July 28, 2025, in Moscow.
