The Ministry of Health has developed new rules for purchasing medical equipment using budget and compulsory social health insurance funds. The main innovation is that hospitals will be allowed to purchase equipment directly from manufacturers on lease. This was reported by Qazaqyia.kz citing Kursiv Media.
The draft order was published on the 'Open NLA' portal. According to the justification, 'Purchasing medical equipment directly from manufacturers under financial lease terms will ensure the supply of the necessary volume of equipment to healthcare organizations for a three-year need already in the first year.'
Also, according to the draft order, the threshold for the cost of medical devices subject to expert evaluation will be reduced: from 20 million to 10 million tenge, and when purchasing on lease — from 5 million tenge.
The ministry believes that this will accelerate the purchase of modern medical devices and expand the possibilities of equipping medical organizations with new equipment.
In addition, a mandatory conclusion of sanitary-epidemiological expertise is introduced, which should provide additional quality and safety control of medical equipment.
It is noted that the National Operator will participate in planning and preparing documentation for technologically complex facilities.
'The new approaches will allow medical organizations to receive modern and safe equipment faster, and patients — quality and timely medical care,' the document says.
Discussion of the draft order will last until July 29, 2026.
Earlier, it became known that the Ministry of Health prepared changes to the accreditation rules for medical laboratories responsible for the examination of medicines and medical devices. Now the certificate will be issued in digital format through the e-government portal in just two days.
