Russian citizens in Kazakhstan can vote in the early elections of deputies of the Russian State Duma. This was reported by Qazaqyia.kz citing Kursiv Media.
According to the press service of the Russian Embassy in Kazakhstan, on September 6, from 10:00 to 18:00, polling stations for Russians are open in Petropavlovsk and Kostanay.
Adult Russian citizens can vote. In Petropavlovsk, polling station No. 8125 operates at 37 Satpayev Street.
In Kostanay, the station is located at 168 Borodin Street. The entrance is from the intersection of Borodin and Shipin streets, in the conference hall of the Kostanay branch of Chelyabinsk State University.
According to Sputnik Kazakhstan, early voting will take place in Taldykorgan on September 13. Station No. 8134 will be located in the Ilyas Zhansugurov Palace of Culture at 67 N. Nazarbayev Avenue.
Russian citizens living in Taldykorgan and the Zhetysu region will be able to vote. The station will operate from 10:00 to 16:00.
On the main election day for Russians, September 20, stations will open in six cities of Kazakhstan.
Two stations will operate in Astana at 39 Kenesary Street.
One more station each will be organized at the Russian Consulates General in Almaty, Uralsk, Ust-Kamenogorsk, and Aktau.
To vote, you must have a valid internal or foreign passport of a citizen of the Russian Federation.
Deputies of the Russian State Duma are elected under a mixed proportional-majoritarian system.
225 deputies are elected by party lists, and another 225 in single-mandate constituencies. The federal party list includes a federal part and regional groups uniting one or more regions. The entire list must contain from 200 to 400 candidates.
In 2026, the Russian Ministry of Justice registered 20 political parties. 17 of them have the right to participate in the State Duma elections: 11 parties can nominate candidates without collecting signatures, and six more must collect signatures in support of their nomination.
