Kazakhstan will change the rules for medical examinations for drivers. The Ministry of Health has prepared a draft amendment to the rules for conducting medical examinations of Kazakhstanis applying for driver's licenses. The corresponding document appeared on the Open NPAs website. This was reported by Qazaqyia.kz citing Kursiv Media.

Medical examination results to be transferred to a unified database

Data on the results of medical examinations is planned to be transferred to a unified automated database.

"Information on the medical clearance of drivers, as well as on the presence of contraindications confirmed by a medical report, will be automatically transferred to the information database," the explanatory note to the document says.

Authorized state bodies will gain access to the necessary data within the limits of their competence. This will allow specialized services to promptly verify the validity of clearance and significantly reduce the risks of using unreliable or outdated information.

Drivers over 65 and motorists with disabilities

For drivers over 65 years of age, as well as for motorists with disabilities, the frequency of repeated medical examinations is being clarified. They are required to undergo a medical commission once every two years.

"New requirements for the frequency of medical examinations for these categories of drivers are not being introduced," the draft emphasizes.

This norm was already provided for by the law on road traffic, and the current changes are aimed at bringing existing rules into compliance with legislation. The ministry added that the main focus of the reform is on digital accounting and timely updating of information.

Legislative basis

The draft order was developed by the Ministry of Health as part of the implementation of the norms of the law of June 24, 2026. The document is posted on the Open NPAs portal for public discussion. The changes are being made to the order of October 30, 2020, which regulates the procedure for conducting examinations of drivers of mechanical vehicles.

Surge in demand for form 073/u medical certificates

It was previously reported that a boom in obtaining form 073/u medical certificates occurred in the summer. If in June Kazakhstanis issued almost 37 thousand documents, then in August this figure soared fourfold. The Ministry of Health explained the surge by the tightening of control by the Ministry of Internal Affairs over drivers of retirement age.
