Kazakhstan has launched a comprehensive military reform on the instructions of Kassym-Jomart Tokayev. This was reported by Qazaqyia.kz citing Sputnik Kazakhstan.
The changes include modernizing the army's structure, improving the training of military personnel, introducing new technologies and protecting the rights of soldiers, the Ministry of Defense reports. The reform plan was approved at a Security Council meeting chaired by the head of state. The main goal is to form a mobile army with high combat readiness that masters modern technologies. The ministry noted that special attention will be paid to ensuring the safety of military service, developing command culture and efficiently using state resources.
New technologies to be introduced into the army
As part of the reform, improvements are envisaged in the structure and composition of the Armed Forces, the defense planning system, mobilization readiness and the procedure for forming the military reserve. Work will also be carried out on the technological re-equipment of the army.
In this area, priority will be given to developing the domestic defense industry, including the production of counter-drone systems. Artificial intelligence and digital solutions will also be introduced. To improve the quality of military training and reduce training costs, simulation programs modeling combat operations are planned for use. This will allow military personnel to master new tactics, learn to use modern weapons and develop skills for confident action both within a unit and individually.
Conscript military service to be split into two stages
One of the main directions of the military reform is the transition to a two-stage model of conscript military service. In the first six months, soldiers undergo training at training centers. During this period, they adapt to military service, receive basic military knowledge and strengthen their physical fitness. During training, soldiers can learn languages and master skills in using artificial intelligence. In addition, along with military specialties, the opportunity to master civilian working professions in demand on the labor market is envisaged.
In the next six months, military personnel serve in military units, improve their combat training and perform assigned tasks as part of a unit. Certain elements of the new model have been tested under the "Sarbaz+" project. The two-stage model of conscript military service is planned to be launched in pilot mode in 2027.
Protection of soldiers' rights to be strengthened
The reform also focuses on the social protection of military personnel and improving service conditions. In particular, the creation of an institution of independent military advisers under the command of military units is envisaged. They will support military personnel, help identify violations and protect the legitimate interests of soldiers. In addition, there are plans to provide military personnel with quality food and military uniforms, and to repair and restore barracks, training facilities and military training grounds.
"Zhas Aibyn" system may be created in 2027
The military reform also covers the youth training system. From 2027, it is planned to create a unified military-patriotic training system "Zhas Aibyn", combining the stages "Zhas Kyran", "Zhas Ulan" and "Zhas Sarbaz". Priority will be given to teaching young people safe behavior skills, first aid and correct actions in emergency situations. Training in this area will begin at school.
Together with akimats, work will continue to improve the quality of initial military training in secondary schools and develop a network of specialized military schools. According to the Ministry of Defense, the organizational measures of the reform are planned to be implemented by the end of the year. The main conceptual changes will be introduced gradually in the medium term. The ministry will regularly inform the public about the progress of the military reform.
