From September 26, Kazakhstan changed the rules for obtaining electronic vehicle passports (EVPs). For individuals, registration of some imported cars older than five years has become impossible. This was reported by Qazaqyia.kz citing Kursiv Media.
Now laboratories accept EVP documents from individuals importing cars younger than five years for personal use under a passenger customs declaration. For some older vehicles imported from EAEU countries, the electronic passport receives the status of "incomplete." Such a car cannot be placed on primary registration in Kazakhstan. At the same time, the application of the norm depends on its origin and the documents on the basis of which the passport was issued.
The new requirements supplement the existing rules for importing cars by citizens for personal use. In particular, it provides for the issuance of an SBKTS for no more than one car per year. Along with it, it is permitted to register one trailer weighing up to 3.5 tonnes or a motorhome.
For personal use, customs payments apply — from 48% of the car's value or from 1.5 euros per cubic centimeter of engine volume, depending on the calculation procedure.
For legal entities, a different procedure applies: the car is registered under a vehicle type approval (OTTS), and the customs rate is 15%.
Another change came into force on September 22. Documents for payment of the utilization fee must now be issued before the car is released into free circulation. This requirement is related to the customs clearance of the car.
The Ministry of Transport has prepared amendments that provide for cars and motorcycles imported by individuals for personal use to have an environmental class of at least Euro-5 and an age of no more than five years. These requirements have not yet come into force.
In addition, the Ministry of Internal Affairs plans to adjust registration rules. It is proposed to allow primary registration of a car only to the person who directly imported it across the border and is listed in the customs documents.
