Starting September 12, new rules for attaching individuals to primary health care (PHC) organizations come into force in Kazakhstan. This was reported by Qazaqyia.kz citing Kursiv Media.

The updated document regulates in detail the procedure for attaching citizens of Kazakhstan, oralmans, refugees and foreign nationals, and also defines specific conditions for pregnant women, children under 17, students, conscripts and persons held in penal institutions.

Service provision period

A strict standard for providing the state service for attachment within one working day has been established.

Free choice without date restrictions

Now you can change your medical organization at any time, but no more than once during a calendar year. No need to wait for autumn.

Territorial accessibility

The procedure for distributing the service area of polyclinics has changed. Citizens are still strongly recommended to choose a clinic closer to home, since home visits and patronage services are carried out strictly at the place of actual residence.

Special procedure for conscripts

Conscripts are now temporarily attached to polyclinics at their place of service. After demobilization, their attachment is automatically restored to their previous place of service.

Foreign citizens

Foreigners have been excluded from the possibility of attachment under voluntary medical insurance (VMI) contracts. For them, the process is now regulated within the framework of imputed medical insurance, compulsory social medical insurance (CSMI) or the guaranteed volume of free medical care (GVFMC) for the list of dangerous diseases.

Application submission forms

Two forms of application submission remain available:

  • 01**Online via eGov:** find the desired polyclinic and sign the request with an EDS. The response comes the next working day.
  • 02**In person (written to the polyclinic):** Paper applications directly to the head of the clinic can now be submitted only by strictly defined categories of the population.
