Plan to increase healthcare spending

The Ministry of Health of Kazakhstan plans to significantly increase spending on medicine in the next five years. This was reported by inbusiness.kz. This was reported by Qazaqyia.kz citing Kursiv Media.

According to the draft development plan of the department for 2026-2030, the volume of healthcare financing should grow from 2.58 trillion tenge in 2025 to 4.24 trillion tenge by 2030. Thus, the Ministry of Health expects to receive an additional more than 1.6 trillion tenge.

Financing dynamics

Already in 2026, healthcare spending could amount to 3.53 trillion tenge, and in 2027 — 3.7 trillion tenge. It is assumed that after this, the volume of financing will exceed 4 trillion tenge per year.

Share of government spending

The department also intends to increase the share of government spending on medicine in the country's economy. If in 2024 this figure was 2.7% of GDP, then by 2027 it is planned to bring it to 3.7% and maintain it at this level until the end of the planning period.

Attracting investments

In addition to budget funds, the Ministry of Health expects to attract investments. The volume of investments should more than triple — from 444.3 billion tenge in 2024 to 1.5 trillion tenge by 2030.

Reasons for increased funding

The increase in funding is associated with plans to develop medical infrastructure, improve the accessibility of medicine, and modernize the healthcare system.

Earlier, Kursiv Health reported that last year the share of out-of-pocket expenses of Kazakhstanis on medicine increased along with budget spending on healthcare. In addition, spending on children's health increased.
