Starting September 13, 2026, Kazakhstan will impose restrictions on banks with basic banking licenses regarding asset volume and individual deposits. This was reported by Qazaqyia.kz citing Kursiv Media.

The Agency for Regulation and Development of the Financial Market (ARDFM) adopted the corresponding resolution. The maximum total assets of such a bank must not exceed 500 billion tenge. The indicator will be determined as of the reporting date of each month — the last working day of the corresponding month.

Limits on Individual Deposits

Separate limits are set for individual deposits. The amount of a savings deposit in national currency must not exceed 20 million tenge. For other deposits in tenge, including funds in bank accounts, the limit is set at 10 million tenge.

For deposits in foreign currency, including money in bank accounts, the maximum amount will be 5 million tenge.

If one client places several types of deposits in a bank with a basic license or opens several bank accounts, the total daily balance on all deposits and accounts must not exceed 20 million tenge.

ARDFM Explanations

The Agency for Regulation and Development of the Financial Market explained that banks with a basic license represent a new type of bank with a limited list of operations. The established deposit restrictions do not apply to existing banks, as they operate under a universal banking license.

Resolution No. 124 of the ARDFM Board comes into force on September 13, 2026.

Deposit Dynamics

Earlier, Kursiv reported that as of August 1, the volume of deposits of the population and businesses in Kazakhstani banks reached 51.7 trillion tenge. Individual deposits amounted to 30.5 trillion tenge, while corporate deposits exceeded 21 trillion tenge. In July, the deposit base grew the most at Kaspi Bank, Forte Bank, and Halyk Bank.
