Kazakhstan has begun implementing a military reform plan that envisages changes to conscript training, technological rearmament of the army, and stronger protection of servicemen's rights. This was reported by Qazaqyia.kz citing Kursiv Media.

The plan was approved at a Security Council meeting chaired by President Kassym-Jomart Tokayev. The head of state instructed the formation of a modern, mobile, and technologically advanced army, with particular attention to service safety, command culture, and efficient use of state resources.

Two-stage conscription model

One of the key innovations will be a two-stage conscription model. For the first six months, new recruits of the same call-up will undergo training at training centers. There they will adapt to service, gain basic military knowledge, and strengthen their physical fitness.

In addition to military specialties, soldiers will be able to master in-demand civilian working professions, study languages, and develop skills in using artificial intelligence.

For the next six months, conscripts will serve in military units, improve their training, and perform tasks as part of subunits. Thus, the new model provides for one year of service divided into two stages.

Individual elements of this approach have already been tested under the Sarbaz+ project. A pilot project for two-stage conscription is planned to launch in 2027.

Protecting servicemen's rights

To protect the rights of servicemen, the plan provides for the creation of an institution of military consultants independent of military unit command. They will help identify violations, provide support to servicemen, and protect their legitimate interests.

Other priorities include quality food and uniforms, as well as the repair and restoration of barracks, training facilities, and training grounds.

The reform will affect the structure and composition of the Armed Forces, defense planning, mobilization training, and reserve formation.

Technological rearmament and training

The technological rearmament of the army is planned to be accompanied by the development of domestic defense production, unmanned systems and countermeasures against them, and the introduction of artificial intelligence and digital solutions.

For troop training, simulation programs are envisaged that allow modeling combat operations. The Defense Ministry expects this to improve training quality and reduce the costs of conducting exercises. Servicemen will be trained for independent action and work within subunits, taking into account new tactics and modern weapons.

«Zhas Aibyn» system

From 2027, it is planned to create a unified system of military-patriotic training called «Zhas Aibyn», which will unite the stages «Zhas Qyran», «Zhas Ulan», and «Zhas Sarbaz».

Schools will teach safe behavior, first aid, and actions in emergency situations. Together with akimats, work will continue to ensure the quality of initial military training and develop a network of specialized military schools.

The organizational measures of the plan are scheduled to be completed by the end of the year. The main conceptual transformations are designed for the medium term.
