The Government of Kazakhstan, signed by Prime Minister Olzhas Bektenov, adopted a resolution introducing amendments to the rules for organizing and conducting conscription of citizens for military service. The reform aims for a total transition of military enlistment offices "to digital" and changes the priority order for selecting recruits by branch of service. This was reported by Qazaqyia.kz citing Kursiv Media.
The main innovation is the official launch of the digital system of the Ministry of Defense. This is an automated database that will maintain personal military records of Kazakhstani citizens and exchange information with other state bodies in real time.
Now almost the entire conscription process goes into electronic format:
- 01Military enlistment offices will work with digital data instead of paper documents.
- 02Personal files of conscripts are maintained automatically.
- 03Medical examination results and other information are entered into a unified system.
In addition to digitalization, the government clearly regulated the priority of distribution of conscripts among law enforcement agencies. Military command bodies will form teams in strict sequence.
Elite units will take conscripts first. Priority selection and study of recruits will be conducted for:

- 02Special forces
- 03Border Service
- 04Other structures of the National Security Committee
Only after these agencies fully close their staffing needs will the National Guard be able to begin manning its military units. Lists of selected individuals must be submitted by agency representatives to military enlistment offices no later than 15 days before the start of dispatch.
The government resolution comes into force ten calendar days after official publication, and key blocks concerning the operation of the Ministry of Defense's digital system will take effect from July 12, 2026.
