The Defense Ministry has explained the procedure for military conscription. This was reported by Qazaqyia.kz citing Sputnik Kazakhstan.

How the summons is sent

Conscription begins with this official document. And fulfilling it is a mandatory legal requirement for every young citizen.

Methods of delivering the summons:

  • 01personal delivery to the person against signature;
  • 02delivery through the employer or educational institution;
  • 03through the personal account of the eGov.kz portal and the eGov Mobile application;
  • 04SMS message.

The document specifies the date, time and address for appearing at the military commissariat.

Which documents are needed

After receiving the summons, one must first verify the accuracy of the data.

Required documents:

  • 01identity card;
  • 02registration certificate (if available);
  • 03documents on education or a certificate from the educational institution;
  • 04medical conclusions;
  • 05documents granting the right to a deferral.

What punishment exists for failure to appear

For failure to appear at the commissariat without a valid reason, administrative liability is provided, while systematic evasion, that is, avoiding service under various pretexts, may lead to criminal liability.

If it is impossible to appear at the time set by the summons, one must notify the local military administration body in advance and confirm the reason with documents.

In case of illness, a medical certificate is provided; if the reason is related to study or work, the relevant supporting documents are submitted. A valid reason must be registered without fail.

Conditions for deferral of conscription

By law, deferral of conscription is possible due to continuing education, family circumstances and health condition. A number of citizens can also use this opportunity.

They are:

  • 01teachers and doctors working in rural areas;
  • 02deputies;
  • 03members of civil aviation and ship crews;
  • 04persons undergoing initial vocational training in educational organizations of law enforcement bodies.

To obtain a deferral of conscription, supporting documents and a decision of the conscription commission are required.

"If a conscript studies abroad full-time, to arrange a deferral of conscription he must obtain a certificate from the educational institution and submit an application through the eGov.kz portal. If necessary, the certificate is submitted together with a notarized translation into Kazakh or Russian," say ministry specialists.

The decision is made by the conscription commission.
