A number of changes come into force in Kazakhstan from October 1. They concern the procedure for registering the unemployed, social payments, the heating season, tax payment, deposit rates and water tariffs in Almaty. This was reported by Qazaqyia.kz citing Sputnik Kazakhstan.

Heating season has started

Currently, the heating season has started in five regions — Pavlodar, Akmola, Kostanay, North Kazakhstan regions and the city of Ridder in the East Kazakhstan region. And by October 4, depending on weather indicators, heat will be supplied to five more regions: Astana, Karaganda, Aktobe, Atyrau regions and the Abai region.

The procedure for registering the unemployed is changing

From October 1, Kazakhstan introduces a change to the system for granting unemployed status. The job search period is extended from 2 days to 13 days. During this time, a person is registered not as unemployed, but as a person looking for work. Specialists at the career center study each person's work experience, education and professional skills, offer suitable vacancies and also contact employers. If no job is found within 13 days, the person is granted unemployed status. A person must agree to an offered job within three days, or may refuse.

Unemployment benefits will also change

This month, a new procedure for assigning social payments due to job loss is being introduced. From now on, the benefit payment period is limited to three months. Its maximum monthly amount does not exceed 267,750 tenge. Payments are assigned depending on the length of participation in the social insurance system: from 6 to 12 months of participation — 1 month; from 12 to 24 months of participation — 2 months; more than 24 months of participation — 3 months. To continue receiving the social payment, a person must have unemployed status. If the career center offers an unemployed citizen three suitable jobs and they refuse all of them, they may be removed from the register as unemployed. In that case, the social payment is stopped.

Do not forget to pay taxes

The deadline for paying property tax for 2025 is October 1. Today, the tax amount can be checked through banks' mobile applications, and it can also be paid immediately there. From October 2, notifications will begin to be sent to citizens with tax arrears. If the tax is not paid, the State Revenue Committee will begin the debt collection procedure provided for by law.

Deposit rate will increase

From October 1, the rate on foreign currency deposits in Kazakhstan will be raised. This change applies only to savings deposits with a term of more than 12 months. Their maximum rate will increase from 1% to 2.5% per annum. The new rates can only apply to deposits opened or extended after October 1. However, each bank sets the interest rate on deposits independently.

Water will become more expensive in Almaty

From October 1, new tariffs are introduced in Almaty: for residents, the cost of 1 cubic meter of water is 178.06 tenge, and the wastewater service is 119.46 tenge; for business, water is 362.18 tenge, wastewater is 264.75 tenge; for state institutions and enterprises, water is 649.60 tenge, wastewater is 189.14 tenge. For one person without a meter, the total cost of cold water supply and wastewater services will be 4,462.75 tenge per month.

5% loans are issued

Applications are starting to be accepted for financing spring field and harvesting work for 2027 under the "Keng Dala 2" program. Under this program, the interest rate is 5% per annum. Farmers can use the funds to prepare for the new season, purchase necessary resources, repair agricultural machinery and plan upcoming expenses. Applications are accepted through second-tier banks, credit partnerships, social-entrepreneurial corporations and the "Agrarian Credit Corporation".

Requirements for signs

In October, new requirements for installing signs are introduced for entrepreneurs. Now, before installing signs on buildings and facilities, their sketch must be pre-agreed with the local executive body. The state service is provided free of charge to individuals and legal entities. An application can be submitted through the office of the local executive body or through the eGov portal. The service period is four working days from the date of acceptance of documents.

Payments for the Day of Older Persons

October 1 — on the occasion of the Day of Older Persons, a one-time social payment will be given to pensioners in a number of regions. In Astana, pensioners receiving the minimum pension — 2.5 MCI or 10,812.5 tenge; in Shymkent, residents over 70 years old — 3 MCI or 12,975 tenge; in the Ulytau region, pensioners receiving the minimum pension — 20,000 tenge; in the Karaganda region, residents over 75 years old — 21,625 tenge. To receive the payment, there is no need to submit an application. The funds are automatically transferred to the accounts of citizens belonging to the relevant category. This payment is provided not from the republican budget, but from the local budget. Therefore, each region determines its amount itself. And in some regions, other social support measures are provided instead.

Professional holidays and days off

Several professional holidays are marked this month: October 1 — Radio Day; October 5 — Teachers' Day; October 6 — Day of Defense Industry Workers; October 10 — Day of Trade Unions of Kazakhstan; October 19 — Rescuer Day; the third Sunday of October — Forestry Worker Day; October 24 — Librarian Day; the last Sunday of October — Day of Social Protection System Workers; October 29 — Day of Security Organization Workers. There is also a state holiday in October — Republic Day. This year, October 25 falls on Sunday. In this regard, an additional day off is granted on Monday. Thus, Kazakhstanis will rest for three consecutive days — October 24, 25 and 26. There will be no other holiday days off.

School holidays begin

In October, schoolchildren finish the first quarter and go on autumn holidays. Autumn holidays — October 26-November 1; winter holidays — December 28 - January 10; spring holidays — March 22-28. In addition, additional days off are provided for first-grade students.
