Kazakhstan has ranked 41st among 143 countries and territories on the "Order and Security" indicator in the World Justice Project (WJP) Rule of Law Index for 2026. The country moved up one place over the year, according to the study data. This was reported by Qazaqyia.kz citing Kursiv Media.

Third consecutive year of improvement

Kazakhstan's position on this measure has improved for the third year in a row. In 2023, the republic ranked 44th, in 2024 — 43rd, and in 2025 — 42nd. In the 2026 ranking, Kazakhstan placed above France, Italy, Portugal, Georgia, Turkey and Russia.

What the indicator covers

The indicator covers three areas: security from crime, armed conflict and terrorism, as well as the prevalence of violence in resolving personal disputes.

"This indicator assesses how well society ensures the safety of people and property," the WJP methodology description states.

What researchers take into account

In particular, researchers consider the prevalence of homicide, kidnapping, theft, robbery and extortion, as well as how safe people feel where they live. Separately, they assess whether residents resort to threats and violence to settle conflicts.

Place in the overall ranking

In the overall Rule of Law Index, Kazakhstan placed 67th among 143 countries and territories.

Order and Security is one of the study's eight dimensions. In addition, the WJP assesses constraints on government powers, absence of corruption, open government, fundamental rights, regulatory enforcement, and civil and criminal justice. The index includes 44 indicators in total.

Research methodology

The study is based on surveys of the general public, lawyers and subject-matter experts. Denmark topped the overall 2026 ranking. It was followed by Norway, Finland, Sweden and Luxembourg.
