Kazakhstan plans to bring its total oil refining capacity to 39 million tonnes per year, the Ministry of Energy reported. This was reported by Qazaqyia.kz citing Sputnik Kazakhstan.
This was announced at the 30th KIOGE 2026 international exhibition and conference held in Almaty. The target is expected to be achieved through the expansion of oil refineries and the construction of a new large oil refining and petrochemical complex.
The annual capacity of the new complex will be up to 10 million tonnes. The Ministry of Energy intends to accelerate the project's implementation and plans to commission the facility by 2033.
"Currently, a preliminary feasibility study is being developed and a comparative analysis of four potential sites in the Ulytau, Atyrau, Mangystau and Turkistan regions is being carried out. The final selection of the region is planned to be made by the end of this year," the statement said.
In addition, Kazakhstan is increasing the capacity of existing oil refining enterprises from the current 18 million tonnes to 29.2 million tonnes per year.
The capacity of the Shymkent oil refinery is planned to be increased from 6 million tonnes to 12 million tonnes per year by 2030.
The Pavlodar petrochemical plant is planned to be expanded from 5.5 million tonnes to 9 million tonnes of annual capacity by 2031.
At the Atyrau oil refinery, the volume of oil refining will be gradually increased from 5.5 million tonnes to 6.7 million tonnes by 2028.
