Starting August 21, 2026, Kazakhstan will enforce new, stricter rules by the Ministry of Education regulating digital platforms and databases in the education sector. This was reported by Qazaqyia.kz citing Kursiv Media. The document is published in the NPА.
Key changes
All digital objects in education, including the National Educational Database (NOBD), must now be hosted on servers and data centers strictly within the territory of the Republic of Kazakhstan.
The document establishes strict cybersecurity requirements, mandatory testing, localization of interfaces in Kazakh and Russian, and the introduction of multi-factor authentication with the option to disable it for children under 16 with parental consent.
Requirements for school systems
Standards are also introduced for school learning management systems, attendance tracking, integration with the Social Wallet, and allergen control in school meals.
From this date, key requirements for protecting students' personal data and localizing the education sector's IT infrastructure come into force.

The changes will affect software developers, educational institutions, and millions of parents, as electronic diaries, databases, and school services come under strict state control.

Earlier, Kursiv reported that the Ministry of Education updated the content of school subjects considering the development of artificial intelligence. The changes will affect not only the names of disciplines but also their content — dozens of new learning objectives related to AI, digital security, and data analysis were included in the programs.
"Today, schoolchildren already use artificial intelligence tools in their daily lives. Now the task is to teach them not just to use this technology, but to apply it consciously, effectively, and responsibly," the ministry noted.
