The agenda of the upcoming Kurultai session was set at a bureau meeting chaired by Kurultai Speaker Aibek Dadebai. This was reported by Qazaqyia.kz citing Kursiv Media.
The chamber will consider ratification bills in the areas of cooperation in combating crime, interstate search and countering cybercrime.
Budapest Convention in first reading
"In the first reading, it is planned to consider a draft law on ratification of the convention on computer crimes. The convention, concluded in Budapest on 23 November 2001, is the first international treaty aimed at combating crimes in the field of information technology. Today its participants are more than 80 countries, including the United States, Canada, Australia, Japan, the United Kingdom and European states," the published statement says.
Participation in the convention will give Kazakhstan the right to joint action with these countries in terms of extradition, information exchange and investigation of crimes aimed at violating the confidentiality, integrity and availability of computer systems and networks, as well as computer data. The document provides for judicial prosecution for computer crimes at both the domestic and international levels, and the development of arrangements for prompt and reliable international cooperation.
Agreement with Qatar on combating crime
In addition, deputies will consider in the first reading a draft law on ratification of the agreement between the governments of Kazakhstan and Qatar on cooperation in combating crime, concluded in Doha on 29 October 2024. This agreement is aimed at regulating relations on interaction in solving tasks of combating organized crime, terrorist and extremist crimes, illicit trafficking of narcotic drugs, psychotropic substances and their precursors, illegal migration and human trafficking, as well as in the field of information security. It is expected that ratification of the document will create a legal basis for interaction between the competent authorities of the parties in the field of combating crime.
CIS protocol and WTO commitments
Also, deputies are invited to consider a draft law on ratification of the protocol on amendments to the treaty of the CIS member states on interstate search for persons of 10 December 2010. This draft law provides for amendments to the treaty regulating the exchange of information in electronic format between the competent authorities of the CIS parties.
This should significantly increase the efficiency and effectiveness of joint measures aimed at identifying and detaining criminals hiding from criminal prosecution, as well as searching for persons. The protocol was ratified by all countries participating in the treaty – Armenia, Belarus, Russia, Kyrgyzstan, Uzbekistan, Azerbaijan and Tajikistan.
Also, in the second reading, a draft law will be considered on ratification of amendments to the list of special commitments of the Republic of Kazakhstan on services, which is an annex to the protocol on Kazakhstan's accession to the Marrakesh Agreement establishing the World Trade Organization of 15 April 1994.
