The Ministry of Finance has prepared a draft budget for 2027–2029. According to it, total value-added tax (VAT) revenues in 2027 should amount to 9.5 trillion tenge, which is 2.5 trillion tenge, or 36%, more than the VAT estimate for 2026. This was reported by Qazaqyia.kz citing Kursiv Media.

VAT on goods produced and services rendered in Kazakhstan

VAT on goods produced in Kazakhstan and services rendered in 2027 will amount to 4.5 trillion tenge – almost double (86%) more than in 2026. Of this growth, 575 billion tenge will be provided by increased revenues due to GDP growth. At the same time, the amount of VAT refunds from the budget should decrease by 1.1 trillion tenge.

Impact of new rates

An additional 338 billion tenge of VAT revenues to the budget should be brought by new rates. In the first quarter of 2026, the tax was paid for the fourth quarter of 2025 at a rate of 12%. In the first quarter of 2027, the budget will already receive VAT for the fourth quarter of 2026 at the new rate of 16%.

VAT on imports

VAT on goods imported into Kazakhstan should bring 5 trillion tenge – an increase of 9%. Revenues will grow by 439 billion tenge due to an increase in the projected volume of imports and by another 4 billion tenge due to improved tax administration.

Forecasts for subsequent years

In 2028, VAT revenues should amount to 10.5 trillion tenge, and in 2029 – 11.4 trillion tenge.

Earlier it was reported that Kazakhstan is considering the possibility of exempting from VAT services for servicing QR payments, transfers by phone number, electronic money and digital tenge.
