The Social Health Insurance Fund (FSMS) has expanded the pilot of the Qalqan digital platform to 16 medical organizations. This was reported by Qazaqyia.kz citing Kursiv Media.
The system is designed to integrate planning, procurement, monitoring, and payment of medical care. The digitalization of all four processes is planned to be completed by the end of 2026.
The full payment cycle has already been tested in three medical organizations in Astana. The total amount of paid medical care there amounted to 2.97 billion tenge.
However, so far testing has been conducted only for 20 out of 92 types and subtypes of medical care. At the base of 16 medical organizations, testing is planned for 60 types and subtypes.
The FSMS emphasized that simultaneously with piloting payments in Qalqan, information about medical organizations is being entered. This includes data on licenses, staffing, equipment, capacities, and other details. In this direction, information on more than 1.7 thousand medical organizations and 12.4 thousand production bases has been systematized.
"It is important to pay special attention to the accuracy and completeness of this data, since in the future the correctness of calculating funding volumes and payment for medical care will directly depend on it," the fund's statement said.
It was also reported that as part of the expansion of the Qalqan digital service, the Social Health Insurance Fund introduced a "red button." Now, through a special QR code, clinic heads can directly report to the FSMS head about payment delays, corruption, and financing failures.
