A pediatrician from Pavlodar went to check a report about small children walking outside in the cold in their underwear, but ended up receiving a fine larger than her monthly salary. Now the woman claims she is being harassed by a man she encountered during the check. This was reported by Qazaqyia.kz citing Kursiv Media.

Aigerim Zinulla spoke about the incident in a video address on Instagram.

"On October 6, on the instructions of the head of the department, I conducted a door-to-door round together with a patronage nurse. The day before, information had been received that small children were appearing outside in cold weather in just their underwear. We were tasked with finding out who these children were, where they lived, and whether they belonged to our polyclinic's district," the pediatrician said.

According to her, at one of the apartments, the medical workers were not opened the door, although children's voices and crying could be heard inside. The doctor reported this to management, after which, on the head's instructions, a district police officer was called.

Soon a man appeared who began filming what was happening and accusing the medical workers of violating personal space. The conflict ended with a two-hour discussion at a police support point.

On October 12, the pediatrician was handed documents about being held administratively liable for a knowingly false call to the police. The fine amounted to 259,500 tenge, while the doctor's salary, according to her, is 258,000 tenge.

"If I pay the fine, I will be left without the funds I need to support my family for a whole month," the woman complained.

She disagrees with the punishment and intends to challenge it.

According to Aigerim Zinulla, after the conflict, the man began appearing near the polyclinic, filming her and her colleagues on video, and writing complaints to various authorities.

And on October 17, as the doctor claims, he came to her home and tried to get into the apartment.

"I don't know how this man found out my home address, and for me this is a separate issue that I intend to clarify through legal means," the pediatrician stated.

The woman is raising a small daughter and now fears for her family's safety. She asks the competent authorities to look into the situation and give a legal assessment of the actions of all participants in the conflict.

At the same time, she suggested that the information about the children that triggered the check may have remained without proper attention.

The head of the Pavlodar Region Health Department, Ermek Kuchukov, commented on the doctor's appeal.

"This situation is under the control of the health department and my personal control," assured the head of the regional health department.

Kursiv has requested a comment from the Pavlodar Region Police Department.
