According to reports, while trying to break an icicle on the balcony, he accidentally dropped it, and it fell on the head of a passing woman. Frightened by the incident, the children did not tell adults about what happened and hid it.
For improper fulfillment of child-rearing duties, the legal representatives of the minor were held administratively liable. The girl's parents fully admitted the situation and expressed regret.
