In Pavlodar, after the closure of the Samal adaptation center, which had operated for 30 years, 22 people with disabilities have been unable to receive necessary assistance for a year and a half. This was reported by Qazaqyia.kz citing Sputnik Kazakhstan.

The information was confirmed to a Sputnik Kazakhstan correspondent by Gulmira Kurmangaliyeva, head of the Bala zhane otbasy public foundation.

Closure of the center

The private Samal adaptation center in Pavlodar rented a state building and provided services to people with disabilities for 30 years. However, last year the requirements for such centers changed.

"New licensing requirements were introduced. The Samal adaptation center could not meet these requirements, and the building was returned to state ownership," said Gulmira Kurmangaliyeva.

About 100 people received assistance at the center. Some of them were placed in other centers depending on their diagnosis. But 22 people could not be placed anywhere.

"For a year and a half they have been locked within four walls and receive no assistance," said the foundation head.

The building changed hands

According to the foundation head, these 22 people had previously received assistance at the Samal center despite the established standards. The center did not separate them by diagnosis and provided medical services.

The vacated building was given to the Zhivoye serdtse public foundation. It also planned to provide rehabilitation services.

"The public foundation that received the building after us has neither a license nor experience. We heard that it participated in a tender and won. However, the foundation never started operating," said Gulmira Kurmangaliyeva.

According to her, on September 30 this year the building was returned to state ownership. The building remains empty for now.

The situation of the people

"It is unknown what will happen in this building now. Unfortunately, while the building was changing hands, 22 people have been confined at home since April last year. Among them is a seven-year-old child who is bedridden. The father works during the day, and the mother works the night shift. None of these 22 people are receiving the necessary rehabilitation services," said the foundation head.
