In Uralsk, West Kazakhstan region, a 10-year-old child lived at a landfill. This was reported by Qazaqyia.kz citing Sputnik Kazakhstan.
According to the regional court, the child had lived with his mother at the city landfill since birth. The mother systematically drank alcohol and lived in a socially disadvantaged environment.
The "Regional Family-Type Children's Village" KGU of the regional education department applied to the court for minors' affairs with a claim to strip the child's mother of parental rights.
"The child never studied anywhere, does not know letters, cannot write. He ate from the garbage, dressed from the garbage. Last year, the commission for minors' affairs placed the child in the center for support of children in need of special social services in the city of Uralsk," the court says.
Later, according to the conclusion of the city psychological-medical-pedagogical consultation, it was recommended to send the child to a special boarding school-college for children with intellectual disabilities and to transfer him to the care of the regional family-type children's village.
"During the child's stay in these institutions, the mother never visited him once. And when representatives of the internal affairs bodies came to her place of residence, the mother was in a state of intoxication together with two men," says the court of West Kazakhstan region.
During the court hearing, it was not possible to contact the child's mother. The woman was stripped of parental rights.
