Yerlan Karin, first deputy head of the presidential administration of Kazakhstan, was included in the party list of candidates for the Kurultai from the Adilet party, but former Senate speaker Maulen Ashimbayev was not. Political scientist Zamir Karazhanov explained this personnel paradox to Kursiv. The expert also assessed the chances of both politicians for the post of vice president. According to Karazhanov, Karin's inclusion in the party list is natural, as he has extensive experience in politics. However, the expert noted that the deputy head of the presidential administration did not enter the political council of Adilet.

"This is probably due to his current position. As the first deputy head of the Presidential Administration, he is a civil servant and cannot hold leadership or executive positions in party structures," he explained.

At the same time, the scientist notes that Karin's presence on the party list does not guarantee his automatic transition to a deputy seat.

"Often, heavyweights and recognizable figures are included there as 'locomotives' to strengthen the party brand and demonstrate loyalty, or as a backup option," the speaker added.

Karazhanov also noted that the deputy head of the presidential administration has every chance to become vice president. However, he does not consider it necessary to attach great importance to his figure.

"Although the appointment requires the approval of the Kurultai, the president has no restrictions on further personnel decisions. He can dismiss the vice president by his decision and make reshuffles at any time," the expert recalled.

Zamir Karazhanov notes that Maulen Ashimbayev's failure to make the party list already indicates that he will not be in the future parliament. According to the expert, if a new appointment is being prepared for the former speaker, it will be exclusively in the vertical of executive power or public administration.

"Ashimbayev is a classic state manager with experience in leading the Presidential Administration, party structures, etc.," the political scientist characterized.

The expert believes that Ashimbayev also has a chance to get the vice president's seat.

"But again, only among other candidates. Since the party list does not provide grounds for unambiguous conclusions," Karazhanov added.

The political scientist explained the failure of scandal-ridden former Majilisman Edil Zhanbyrshin to make the party lists by the lack of an acute need for him in the new Kurultai.

"Obviously, in the current realities, he is not considered an active political player. There may be many reasons. Including his personal initiative. Especially since he previously expressed the idea that he plans to rest," Zamir Karazhanov summarized.
