Toughening liability for non-payment of alimony in Kazakhstan does not guarantee actual debt repayment. This was stated by Prime Minister Olzhas Bektenov in response to a request from deputies. This was reported by Qazaqyia.kz citing Kursiv Media.
According to Bektenov, toughening criminal and administrative liability not only fails to solve the problem of non-payment of alimony but also limits the debtor's own capabilities: while serving a sentence, the non-payer loses the ability to earn.
«In this regard, the issues of changing criminal and administrative sanctions, taking into account the nature of offenses, the principle of proportionality of liability and the need to ensure the fulfillment of alimony obligations, will be further studied within the framework of legislative activity,» the head of the Cabinet noted.
The Prime Minister also noted that expanding the categories of recipients of state-funded rental subsidies will entail significant additional budget expenditures.
He recalled that Kazakh laws provide for social support measures for families with children, including state benefits at the birth of a child and for child care, social payments from the State Social Insurance Fund, benefits for large families and mothers awarded with the «Altyn alka» and «Kumis alka» pendants, as well as payments to persons raising children with disabilities.
In addition, housing support measures are available to Kazakhstanis in need of housing, including single-parent families, such as the provision of housing from the municipal housing stock, preferential mortgage programs (Otbasy Bank JSC at a rate of 5%) and housing certificates.
Recall that Kurultay deputy Larisa Li proposed that the government help with housing, loans and utilities for mothers who are not paid alimony.
According to Li, she is often approached by Kazakh women who single-handedly support children: paying for food, clothing, education, treatment, housing rent and utilities. At the same time, enforcement proceedings for alimony can last for years, and the debt only grows. There are also cases when the debtor officially shows a minimum income, although in fact receives significantly more.
Earlier, «Kursiv» wrote that from August 25, 2026, a new procedure for transferring alimony began to operate in Kazakhstan. Now money under enforcement documents on alimony collection will be credited only to special bank accounts.
