The New South Wales Independent Commission Against Corruption (Icac) has uncovered a document and text trail indicating that a secretive right-wing sub-faction of the NSW Liberals, known as the Reformers, prepared a dirt file on former police minister David Elliott. The document, titled "David Elliot shit sheet.docx", was revealed during Icac hearings on Wednesday.

Icac is investigating allegations that the Reformers took undeclared political donations, including from banned donors like developers and hoteliers, and in amounts exceeding donation caps. Previous evidence included $260,000 from Catholic Schools NSW and over $150,000 from hotelier Michael O'Hara. Counsel assisting Peggy Dwyer SC also hinted at further revelations about $2m paid by fugitive developer Jean Nassif to key players.

Dylan Whitelaw, a former Liberal staffer and associate of the Reformers, gave evidence that he compiled the document at the request of Jeremy Greenwood while working at a PR company owned by Christian Ellis and Jeremy Greenwood. The document included references to unflattering articles about Elliott, such as him firing an illegal firearm as police minister.

Whitelaw said he did not recall writing a section suggesting Elliott had an extramarital affair; it might have been added later. Elliott denied the affair, stating he is a devoted husband of 30 years.

Counsel assisting Juliet Curtin suggested the document was prepared to further interests of Jean Nassif. Whitelaw initially saw it as "standard factional warfare" but later agreed.

Further dirty tricks emerged regarding building commissioner David Chandler. In 2022, Whitelaw worked for planning minister Anthony Roberts. Chief of staff Christopher Spence received a video showing Chandler in an unflattering light and gave it to Liberal MP Eleni Petinos to use in a parliamentary committee, but later said "Eleni fucked it up".

Federal opposition leader Angus Taylor faced questions about contributions to the Reformers. Text exchanges indicated Taylor was tipping in $15,000 plus $3,000 a month, but Taylor said no payment was made.

Icac's investigation continues, and Elliott expressed willingness to give evidence.
